Merdeka weekend: a hunt HR can document, inside a real HRD Corp programme

Hari Kebangsaan is Monday 31 August 2026. A lot of Malaysian offices will park a team-building morning on the long weekend and then ask whether it is HRD Corp claimable.

PlayTours is software. We are not an HRD Corp-registered training provider. Buying a PlayTours month does not turn a picnic into SBL-Khas. A PlayTours invoice is not a trainer invoice.

What we are good at is the activity layer inside a programme that already has a registered provider, learning outcomes, attendance, and a debrief. The hunt is the middle. The claim is the envelope.

What changed on 15 June 2026

HRD Corp Employer’s Circular No. 2/2026 tightened levy-based grants (including HCC, SBL, SLB, FWT) from 15 June 2026:

  • Training may start only at least 14 calendar days after approval
  • Training must start within 90 days of approval
  • Approved grants are locked: no date, venue, or trainer edits. Change means cancel and re-apply
  • One query per application, respond within 5 calendar days or it can expire

If the 14-day start rule already rules out 31 August, run it as a company-paid Merdeka activity instead. Apply properly for a September date.

This is a plain-language summary of the circular, not the binding PDF. Check e-TRIS and your provider for the text that applies to you.

What still has to be true for a claim

The usual bar did not disappear in June:

  • Employer is registered and has levy balance
  • Provider holds a valid HRD Corp company code
  • Structured learning objectives, not “fun only”
  • Briefing, activity, debrief
  • Attendance and evaluation the provider can file

Duration expectations vary by scheme and consultant. Your provider will set the half-day or full-day number.

Where PlayTours fits

Briefing: chapter 1 text sits above the tasks. Put the learning objectives there in Bahasa or English, the same words you put in the grant. Players actually see them.

Debrief: facilitator dashboard plus download results. That CSV is the “who completed what” file your provider can attach. It is not a certificate of HRD approval, so it should not be written that way on a slide.

Facilitator-to-team messaging helps when the hall splits. Game timer cannot be paused. If a televised speech runs long, stop the session from the dashboard.

Prevent bunching if you are in a public Merdeka ramble rather than a hotel ballroom.

Bahasa, states, and tone

National Day photo tasks of flags and local food are fine. Caricatures are not.

defaultLanguage and translation exist. Write the source in the language the cohort uses at work.

If your company is in Penang and the grant says the venue is Shah Alam, that lock-in now forces a new application. Moving to a park is a new filing, not a small tweak.

Pricing, because finance will ask

If a registered provider wants us on pyts.link, that is a URL choice. It does not make PlayTours PSMB.

A Monday that is not claimable, and still worth running

No grant. Forty staff. 90 minutes. QuickBuild a six-task hunt. Watermark acceptable. Lunch after. That is a valid Merdeka morning. Call it engagement, not claimable training.

A claimable day that uses us

Provider already approved for mid-September, because you respected the 14-day start rule. Venue locked. We are in the activity slot. HR sends the learning outcomes. We help map them to chapters. Provider runs debrief. Provider files.

That is the honest setup.
