The team-building morning is booked for the Merdeka long weekend. HR has a hunt half-built. Then finance asks the question finance always asks: "Is this HRD Corp claimable?" And someone in the room says "the vendor is HRDF-approved," because a vendor once said something like that on a call.
Let me save you that conversation. PlayTours is software. We are not an HRD Corp registered training provider, and a PlayTours subscription does not turn a picnic into an SBL-Khas programme. No scavenger hunt app does. What we do well is the activity in the middle of a programme that already has a registered provider, learning outcomes, attendance, and a debrief. The hunt is the middle. The claim is the envelope around it, and the envelope is your provider's job.
Hari Kebangsaan is Monday 31 August 2026, so here's what the morning looks like if you run it. Someone builds the game in a web editor as a few chapters, each holding a handful of tasks: a photo to take, a code to scan, a question to answer. Players scan a QR code and play in their phone's browser, with nothing to install, which matters on company phones. One person watches a dashboard, messages teams, ends the game, and downloads the results afterwards as a spreadsheet. Up to 25 phones at once is free, with a small watermark; paid plans raise that number and change nothing else. That's PlayTours. Pricing is here for when finance asks the second question.
What changed on 15 June 2026
HRD Corp's Employer's Circular No. 2/2026 tightened levy-based grants (HCC, SBL, SLB, FWT and others) from 15 June:
- Training may start no earlier than 14 calendar days after grant approval
- Training must start within 90 days of approval
- Approved grants are locked: no changes to date, venue, or trainer. A change means cancelling and re-applying
- One query per application, with 5 calendar days to respond before it can expire
If the 14-day rule already puts 31 August out of reach, run the morning as a company-paid Merdeka activity and apply properly for a September date. And if the grant says Shah Alam and your team is in Penang, moving to a park is now a new application, not a small edit. This is a plain-language summary, not the binding text; check e-TRIS and your provider for what applies to you.
What a claim still needs
None of the usual requirements went away in June. A registered employer with levy balance. A provider holding a valid HRD Corp company code. Structured learning objectives, not "fun only." A briefing, the activity, and a debrief. Attendance and evaluation the provider can file. Duration expectations vary by scheme and consultant; your provider sets the half-day or full-day number.
If a provider wants the join link on the pyts.link domain rather than a PlayTours address, that's a URL preference we support. It doesn't make PlayTours a registered provider either.
Where the hunt fits inside that
The briefing. Every chapter has a text block at the top that players see before the tasks. Put the learning objectives there, in Bahasa or English, using the same wording as the grant. When the provider asks whether participants were briefed, the answer is that the objectives were the first thing on their screen.
The activity. Teams scan the QR, work through the chapters, and the scores build on a live leaderboard everyone can see. If the provider needs an assessment artefact, add a written-answer task at the end of the last chapter, such as "one thing you'll do differently in your team next quarter." Each team types a paragraph and it's saved against their name.
The debrief. From the dashboard, download the results: which team completed which task, when, and what they wrote. That's the "who completed what" file your provider attaches. It isn't a certificate of HRD approval, so don't describe it that way on a slide.
Flags and local food make good photo tasks. Caricatures don't. The countdown timer can't be paused, so if a televised speech runs long, end the game from the dashboard rather than fighting the clock.
Two mornings that both work
Not claimable, still worth running. Forty staff, 90 minutes, a six-task hunt, watermark acceptable, lunch after. Call it engagement, not training, and nobody has to explain anything to an auditor.
Claimable, with us inside it. Provider approved for mid-September because you respected the 14-day start rule. Venue locked. PlayTours in the activity slot. HR sends the learning outcomes, we help map them to chapters, the provider runs the debrief and files the claim.
